The Benton County Rural Water Supply Program went into effect on February 1, 2020. Customers wishing to apply for a new subdivision, short plat, or residential building permit for a dwelling unit within the Mitigation Area are required to participate in the Program.

NOTICE OF OPEN RECORD HEARINGS 

NOTICE IS HEREBY GIVEN that the following applications have been proposed to the Benton County Hearings Examiner for Benton County, Washington. 

CONDITIONAL USE PERMIT: CUP 2020-006 – Conditional Use Permit application from Jennifer & David Fleming. The applicants are requesting permission to construct a new detached Accessory Dwelling Unit on 20.3 acres in the Rural Lands 5 zoning. The site is located at 98114 East 382 PR SE in Kennewick. 

CONDITIONAL USE PERMIT: CUP 2020-007 – Conditional Use Permit application from Pratt and Co. Construction for David and Sandra Szendre. The applicants are requesting permission to construct a new detached Accessory Dwelling Unit on 2.62 acres in the Rural Lands 5 zoning district.   The site is located at 22204 S. Oak Street, in Kennewick. 

CONDITIONAL USE PERMIT: CUP 2020-008 -- Conditional Use Permit application from Jennifer Nelson and Kathy Estrada. The applicants are requesting permission to build and utilize an Accessory Dwelling Unit. The site is located at 25612 S 2161 PRSE KENNEWICK, WA 99337 in Section 15, Township 8, Range 30 East, W.M.

CONDITIONAL USE PERMIT: CUP 2020-009 – Conditional Use Permit application from Travis Overstreet. The applicants are requesting permission to construct a detached Accessory Dwelling Unit on 2.85 acres in the Rural Lands 5 zoning. The site is located at 220805 E Perkins Rd Kennewick, WA in Section 15, Township 8 North, Range 30 East, W.M and is subject to easements and restrictions of Short Plat 2207.

NOTICE IS GIVEN that said applications will be considered by the Benton County Hearings Examiner at the public hearing on Monday, July 20, 2020 at 10:00 a.m. in the Planning Annex Hearing Room at 1002 Dudley Avenue in Prosser, Washington. All concerned persons may appear and present any support for or objections to the application(s) or provide written testimony to the Hearings Examiner in care of the Planning Department on or before the date of the hearings.  More information concerning the actions can be obtained from Greg J. Wendt, Planning Manager at the Benton County Planning Department at P.O. Box 910, Prosser, WA 99350 or (509) 786-5612.  Any information submitted to Benton County is subject to the public records disclosure laws for the State of Washington (RCW Chapter 42.17) and all other applicable laws that may require the release of the documents to the public.

Due to Governor’s “Stay Home, Stay Healthy” order the County Offices are closed to in person visits from the public at this time. In an effort to continue to provide public access to the Planning Commission meetings, Benton County will be providing telephonic and video access for the public to view and provide testimony at the Hearings Examiner meetings. If you choose to join the meeting telephonically, we ask that you please limit background noise or mute your line to prevent any unnecessary interruption to the meeting.

If you wish to provide comments on any of the actions before the Hearings Examiner, we ask that you please fill out our online form (found at https://tinyurl.com/testifyform) and submit your request to our office. You must submit a request form to participate for each hearing that you wish to attend.  If you prefer to make the request by phone, please call our office at (509) 786-5612 and we can add you to the list for providing testimony.  At the meeting the names of those wishing to testify will be called out and at that time you will be able to present your comments/concerns regarding the specific agenda item.

Cancellation of the July 14, 2020
Planning Commission Meeting

 Due to the lack of Agenda items, the July 14, 2020 meeting of the Benton County Planning Commission is hereby cancelled; the next regularly scheduled meeting will be held on August 11, 2020 at the Planning Annex Public Hearing Room, 1002 Dudley Avenue, Prosser, WA 99350 at 6:00 p.m.

The Board of County Commissioners will hold a Closed Record Hearings to consider the Planning Commissions recommendation of approval of the above listed plats on July 14, 2020 at 9:00 a.m. in the Planning Annex Hearing Room, 1002 Dudley Avenue, Prosser WA.  This is a Closed Record Hearing and no new testimony will be taken, the Board will consider all the testimony and documents from the Planning Commission meeting in making their determination on these applications.

OA 2020-001 - An Ordinance Amendment relating to zoning and Rural Lands Five Acre District (RL-5); amending the section relating to uses requiring a conditional use permit; amending Ordinance 611, Section 44 and BCC 11.11.060 by adding a veterinary facility as a use requiring a conditional use permit.

OA 2020-002 - AN ORDINANCE relating to the permit review process; amending the section relating to submission and acceptance of applications; and amending Ordinance 573, Section 1 and BCC 17.10.090 by deleting the reference to BCC 9.08.020(17) and adding a reference to BCC 9.02.040(26).
