Public Hearing: Short Plat Vacation for Ausere, SPV 2018-006 – Jerrod MacPherson, Planning Manager
The Planning Department has received a request for the vacation of a utility easement on Lot 2 of Short Plat 3190 in Richland. Benton County Code requires that the Board of Commissioners conduct a public hearing on proposed vacations to allow for public comment regarding the request. Commissioner Beaver moved to approve the requested Short Plat Vacation, Commissioner Small seconded. Motion passed.

Approval to go to Public Hearing: Cash Carry Forward Supplement – Linda Ivey, Finance Manager & Paul Schut, Risk Manager
Per Budget Policy (Resolution 11-793), to meet operational needs, the Board of Benton County Commissioners shall maintain a minimum unassigned fund balance range of 10-13% of the year’s General Fund appropriated expenditures. Any cash carry forward that would bring the General Fund more than the 13% referenced above may be transferred into the following funds: Park Development Fund, Capital Projects Fund, Fairgrounds Operating Fund, and/or Sustainable Development Fund. A budget supplement of the current year’s expenditures is necessary to complete the cash carry forward and must be approved in a Public Hearing. This year’s cash carry forward fiscal impact would be as follows if approved by the Board of Commissioners: $9,260,000 to Current Expense ($100,000 to Park Development Fund; $8,688,000 to Capital Projects Fund; $218,000 to Fairgrounds Operating Fund; and $274,000 to Sustainable Development Fund). The Finance Manager recommends that the Board go to public hearing on December 18, 2018 to hear public comment and potentially approve the 2018 cash carry forward. Commissioner Beaver moved to approve going to Public Hearing on December 18, 2018 for potential approval of the 2018 cash carry forward. Commissioner Small seconded. Motion passed.
